IBEW/NECA National Disease Emergency Response Agreement


Brothers and Sisters,

     Things are changing daily for everyone. We have had some members, or their families directly impacted by COVID-19 and are happy to report all are recovering. Please follow every recommended precaution to minimize your risk of exposure on the job. Your St. Louis Building and Construction Trades Council in cooperation with the Associated General Contractors of Missouri have established a hotline and have requested members report any jobsite safety concerns by calling (314)781-2356 ext. 1050. In recognition of the current emergency in our nation and the need for our industry to react quickly to this and future emergencies, the National offices of the IBEW and NECA have developed the National Disease Emergency Response Agreement (NDERA) for use by our contractors and members. This agreement provides our industry with the ability to react quickly to potential emergencies related to this pandemic.

The terms and conditions of this agreement apply to Local 1 members working under the following multi-employer agreements:

  • Inside Agreement and Residential Memorandum
  • Missouri Voice, Data, Video Agreement
  • Material Handlers Agreement
  • Lighting Maintenance Agreement

In an effort to address questions that have been raised regarding the application of the National Disease Emergency Response Agreement (NDERA), the IBEW and NECA recently published this Q & A clarifying supplement. We will update you with any future revisions as soon as they become available.

This threat remains ongoing and must be continually monitored. The IBEW and NECA have agreed to discuss any questions, new legislation or regulation related to the coronavirus or similar disease that may impact this agreement and make adjustments as needed.
